An excellent statement of the problem. I like some of your proposed solutions. Some tho will have unintended negative consequences… fewer life saving drugs brought to market, fewer doctors, less medical device innovations.

Doctors will argue for legal reforms so malpractice insurance doesn’t eat up meager revenues and force unnecessary and expensive tests, paperwork reduction, realistic fees for medicare work, and stopping insurance companies and government overlords from keeping them away from actually treating their patients.
