Launching nuclear weapons from Russian ships will demand a response. Just not a nuclear response. Sinking the ships that launched a nuclear strike with traditional non nuclear weapons is the minimum response to a nuclear attack.

You would wring your hands and do nothing. This would only invite more nuclear attacks.

NATO showing incredible restraint and still refraining from retaliating in kind with non nuclear weapons gives an opportunity for peace.
